The Division of Consumer Advocacy (DCA) represents the public interest in proceedings before the Hawaii Public Utilities Commission (PUC) involving regulated motor carriers. Motor transport companies provide essential ground transportation services for passengers and goods throughout the State.

The Hawaii Public Utilities Commission (PUC) regulates certain commercial motor carriers to ensure that services are provided safely, reliably, and at fair and reasonable rates. Regulated motor carriers may include passenger carriers, property carriers, and other transportation providers operating for compensation.

What Is a Regulated Motor Carrier?

A regulated motor carrier is a business that transports passengers or property for hire over public highways in the State of Hawaii. Depending on the type of service provided, carriers may be required to obtain a certificate or permit from the PUC and comply with applicable safety, insurance, and operational requirements.

Motor carriers subject to PUC jurisdiction may include:

  • Passenger carriers (e.g., tour operators, shuttle services, charter transportation)
  • Property carriers (e.g., freight and delivery services)
  • Household goods movers
  • Other commercial transportation providers operating for compensation

The Commission does not regulate private transportation services that do not operate for compensation, nor does it regulate services that fall under federal jurisdiction.
