Advocating for Hawaii’s Consumers in the Legislative Process

The Division of Consumer Advocacy (DCA) provides written and oral testimony during the Hawaii State Legislature’s legislative session on matters that affect regulated industries and the interests of Hawaii’s consumers. Through legislative testimony, the DCA shares analysis, expertise, and recommendations to help inform lawmakers as they consider proposed legislation.

Legislative testimony allows organizations, agencies, and members of the public to present their perspectives on bills being considered by legislative committees. This process helps ensure that decision-makers hear from those who may be impacted by proposed laws and policies.

DCA’s Role in the Legislative Process

During the legislative session, the DCA reviews proposed bills that may affect the industries and services under the jurisdiction of the Hawaii Public Utilities Commission, including utilities, transportation, and other regulated services.
