Effective May 18, 2021, the Insurance Division has approved Pearson Vue to administer testing through their online proctoring process, in addition to the standard test center process, please refer to Commissioner’s Memorandum 2021- 3LIC for more information.

Effective January 1, 2022, penalty fee, reinstatement term, CE term and certain licensing requirements will be changed and implemented, please refer to  Commissioner’s Memorandum 2021 – 9LIC for more information.

Effective March 21, 2022, paper applications for certain licenses will not be accepted for reactivation, please refer to  Commissioner’s Memorandum 2022-4LIC.

Surplus Lines FAQ – Effective July 1, 2012

Resident Surplus Lines Broker – Individual (Initial License)

For initial or if you held a HI Resident Surplus Lines Broker license that was inactive for more than one year.

Resident Surplus Lines Broker – Individual (License Reactivation)

If you held a HI Surplus Lines Broker license that was inactivated within one year.

Resident Surplus Lines Broker – Business Entity (Initial License)

For initial or if you held a HI Resident Surplus Lines Broker license that was inactive for more than one year.

Resident Surplus Lines Broker – Business Entity (License Reactivation)

If you held a HI Surplus Lines Broker license that was inactivated within one year.

Resident Surplus Lines Broker – Individual or Business Entity (License Reinstatement)

If you held a HI Surplus Lines Broker license that has been inactive for not more than thirty days, due to nonrenewal.

Resident Surplus Lines Broker – Individual (Initial License)

Before submitting your application:

  1. You must successfully pass the Hawaii Property and Casualty Insurance Exam(s). Contact our exam administrator, Pearson VUE at 1-800-274-2608, for more information or to register for the exam. You may also view our Candidate Handbook at Pearson Vue’s website. Beginning May 18, 2021, all Hawaii Insurance exams will be available for administration through Pearson’s online proctoring process in addition to the standard test center process.
    An exam is not required if the applicant has an active resident producer license with property and casualty lines of authority.
  2. To obtain fingerprints, schedule an appointment online at https://www.fieldprinthawaii.com. Fees collected by FieldPrint include state and federal submission fees. Effective September 1, 2018, all applicants must enter “HI-DCCA-INS”, the code that identifies the Insurance Division as the intended recipient of your fingerprint result, when scheduling an online appointment with Fieldprint.

If you are submitting applications for producer and surplus lines broker simultaneously, then you will only need to be fingerprinted once.

To obtain fingerprints, schedule an appointment online at https://www.fieldprinthawaii.com. Fees collected by FieldPrint include state and federal submission fees. Effective September 1, 2018, all applicants must enter “HI-DCCA-INS”, the code that identifies the Insurance Division as the intended recipient of your fingerprint result, when scheduling an online appointment with Fieldprint.

To reactivate your license, you must submit online via NIPR at https://nipr.com/

Resident Surplus Lines Broker – Business Entity (Initial License)

Apply electronically and pay fees with a credit card at https://nipr.com/

A list of individuals within the business entity who are licensed Surplus Lines Brokers should be submitted via NIPR’s attachment warehouse.  Only licensed individual Surplus Lines Brokers within your licensed business entity may transact surplus lines business.  You must provide the Licensing Branch with the names and license numbers of the individual Surplus Lines Brokers who are added or removed from your business.

To reactivate your license, you must submit online via NIPR at https://nipr.com/

To apply electronically:

  1. Go to https://nipr.com/ to reactivate the license.
  2. Submit a list of individuals within the business entity who are licensed Surplus Lines Brokers through NIPR’s Attachments Warehouse.  Only licensed individual Surplus Lines Brokers within your licensed business entity may transact surplus lines business.  You must provide the Licensing Branch with the names and license numbers of the individual Surplus Lines Brokers who are added or removed from your business through NIPR’s Attachments Warehouse.

Resident Surplus Lines Broker – Individual or Business Entity (License Reinstatement)

  1. Go to https://www.ehawaii.gov/dcca/hils/renew/exe/insrenew.cgi to pay outstanding fees and update addresses, phone numbers and e-mail.
