Resident Producer – Individual (Initial License)
For initial or if you held a HI Resident Producer license that was inactive for more than one year.
Resident Producer – Individual (Reactivation License)
If you held a HI Resident Producer license that was inactivated within one year.
Resident Producer – Individual (License Reinstatement)
If you held a HI Resident Producer license that has been inactive for not more than thirty days, due to nonrenewal.
Resident Producer – Business Entity (Initial License)
For initial or if you held a HI Resident Producer license that was inactive for more than one year.
Resident Producer – Business Entity (Reactivation License)
If you held a HI Resident Producer license that was inactivated within one year.
Resident Producer – Business Entity (License Reinstatement)
If you held a HI Resident Producer license that has been inactive for not more than thirty days, due to nonrenewal.

Effective November 15, 2020, you must apply electronic and pay fees with a credit card at https://nipr.com/. Paper applications for this initial license will not be accepted, please refer to Commissioner’s Memorandum 2020-13LIC for more information.
Effective May 18, 2021, the Insurance Division has approved Pearson Vue to administer testing through their online proctoring process, in addition to the standard test center process, please refer to Commissioner’s Memorandum 2021- 3LIC for more information.
Effective January 1, 2022, penalty fee, reinstatement term, CE term and certain licensing requirements will be changed and implemented, please refer to Commissioner’s Memorandum 2021 – 9LIC for more information.

Effective March 21, 2022, paper applications and checks for certain licenses will not be accepted for reactivation, please refer to Commissioner’s Memorandum 2022-4LIC.
Resident Producer – Individual (Initial License)
Before submitting your application:
- Successfully pass the Hawaii Insurance License Exam(s). [1] Contact our exam administrator, Pearson Vue to register for an exam. Call toll free at 1-800-274-2608. View our Candidate Handbook at Pearson Vue’s website. Beginning May 18, 2021, all Hawaii Insurance exams will be available for administration through Pearson’s online proctoring process in addition to the standard test center process.
Exam not required if application is received within ninety days of the cancellation of the applicant’s previous resident license and if the producer was in good standing. - To obtain fingerprints, schedule an appointment online at https://www.fieldprinthawaii.com. Fees collected by FieldPrint include state and federal submission fees. Effective September 1, 2018, all applicants must enter “HI-DCCA-INS”, the code that identifies the Insurance Division as the intended recipient of your fingerprint result, when scheduling an online appointment with Fieldprint.

- Complete any outstanding continuing education credits. You may check your CE status on our web site .
- To obtain fingerprints, schedule an appointment online at https://www.fieldprinthawaii.com. Fees collected by FieldPrint include state and federal submission fees. Effective September 1, 2018, all applicants must enter “HI-DCCA-INS”, the code that identifies the Insurance Division as the intended recipient of your fingerprint result, when scheduling an online appointment with Fieldprint.
Apply electronically and pay fees with a credit card at https://nipr.com/ or submit a paper application.
A complete paper application includes:
- Form HPL – Hawaii Application for Individual Insurance License. Or, NAIC Uniform Application. Submit one with original signature.
- Licensing Fees. Contact the Hawaii Insurance Division at 808-586-2788 to verify the applicable fees.
Make check payable to DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.
Appointments:

- If more CE credits are needed, go to https://www.ehawaii.gov/dcca/insce/exe/ce.cgi?_from=Course&_action=NEW to look up approved courses.
- Go to https://www.ehawaii.gov/dcca/hils/renew/exe/insrenew.cgi to pay outstanding fees and update addresses, phone numbers and e-mail.

- The name of a licensed HI Producer (resident or nonresident) who is a natural person that will be responsible for the agency’s compliance with Hawaii insurance laws and rules.
- Licensing Fees. Contact the Hawaii Insurance Division at 808 586 2788 to verify the applicable fees. Make check payable to DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.
