BREG-Office of the Securities Commissioner 

Regulates registration of securities, broker-dealers, sales agents, investment advisers, representatives, and franchises. Investigates and prosecutes securities fraud and state securities/franchise law violations. Provides free investor education materials, presentations, and displays

Cable Television Division 

Issues cable franchises, monitors service quality, handles complaints, and advocates for affordable broadband access

Protects consumer interests in regulated utility and transportation services proceedings

Sets policies and provides leadership for the department and oversees the activities of the department

Financial Institutions 

Regulates all state-chartered and state licensed financial institutions, escrow depositories, money transmitters, mortgage servicers, mortgage loan originators, and mortgage loan originator companies through various programs of licensing, enforcement and examinations

Oversees Hawaii’s insurance industry, licenses companies, examines fiscal health, reviews rates/policies, investigates complaints, and regulates/promotes captive insurance

Office of Administrative Hearings 

Conducts hearings and issues recommended decisions for cases originating in the department. Administers the Medical Inquiry and Conciliation Panel and the Design Professional Claims Conciliation Panel
