Hawaii Central University

The Office of Consumer Protection has learned that three individuals (Hiroyuki Nogami, Katsuhiro Nogami and Kazue Nogami) established a Hawaii nonprofit corporation called Hawaii Central University on September 13, 2004. In an attempt to determine whether HCU is in compliance with Hawaii’s law relating to unaccredited degree granting institutions, OCP sent letters to HCU’s listed principal office and registered office. Mail sent to the corporation’s principal office in Tokyo, Japan was returned marked “insufficient address.” The address listed on HCU’s articles of incorporation as the corporation’s registered office is a condominium apartment outside of Waikiki. The owner of that apartment denies that there is any university operating from or within the unit.

As a result, OCP is unable to determine whether HCU is in compliance with Hawaii law at this time.
