Background Information

Measuring Broadband America (MBA) is the Federal Communications Commission’s (FCC) ongoing study to measure consumer broadband performance across the nation with the goal of improving the availability of information for consumers about their broadband service performance — to empower broadband consumers with tech-driven transparency. With the assistance of broadband service providers, the FCC harnessed thousands of volunteer participants in its first study to test home (wireline) broadband performance across the U.S. with devices provided through analytics firm SamKnows.

In collaboration with the FCC and SamKnows, the State of Hawaii Department of Commerce and Consumer Affairs (DCCA), Cable Television Division (CATV) is launching Measuring Broadband Hawaii (MBH) to expand Hawaii’s team of volunteers measuring Internet performance across the State, with special emphasis on recruiting residents in underserved areas. The goal of the program is to better inform Hawaii consumers about their Internet service performance and to collect broadband performance data that DCCA can use in its efforts to improve access to broadband service across the State. Volunteers will receive access to a personal reporting suite that allows them to monitor their broadband service performance.

Hawaiian Telcom and Oceanic Time Warner Cable are joining DCCA in this effort.

The DCCA MBH project will follow policies established for the MBA project.
